STAFF RECOMMENDATION

Recommendation

Authorize staff to begin negotiations with Kimley-Horn and Associates, Inc., so that a final recommendation for award can be made to the Baldwin County Commission for Professional Services for Development of a Comprehensive Safety Action Plan for Eastern Shore Metropolitan Planning Organization and the Baldwin County Commission.

BACKGROUND INFORMATION

 

Background:  The Request for Qualifications (RFQ) for Professional Services for Development of a Comprehensive Safety Action Plan for Eastern Shore MPO and the Baldwin County Commission were received in the Purchasing Conference Room on November 12, 2025, at 2:00 P.M. Six (6) firms submitted a packet. The evaluation committee consisted of Wanda Gautney, Jeanette Brown, Seth Peterson, Sarah Hart Sislak, and Jessica Mayo. After reviewing the six (6) submittals, the evaluation committee identified four firms to interview. Following interviews held on December 3-4, 2025, Kimley-Horn and Associates, Inc., scored the highest, and the interview committee consisting of Seth Peterson, Sarah Hart Sislak, and Jessica Mayo, feels that Kimley-Horn and Associates, Inc., meets the requirements for the project. Staff recommends the Commission approve the request to begin negotiations with Kimley-Horn and Associates, Inc., so that a final recommendation for the award can be made to the Commission regarding the selection.

 

This project is funded through the U.S. Department of Transportation Federal Highway Administration Safe Streets and Roads for All (SS4A) Grant and Baldwin County funding.

 

Previous Commission action/date: 

10/07/2025 meeting: Approve the Request for Qualifications (RFQ) for Professional Services for Development of a Comprehensive Safety Action Plan for the Eastern Shore Metropolitan Planning Organization and authorize the Purchasing Director to advertise the RFQ.

 

08/19/2025 meeting: Authorized the Chairman to execute a grant agreement between the Baldwin County Commission and the Federal Highway Administration (FHWA) for the SS4A grant.

 

09/17/2024 meeting: Adopted Resolution #2024-159 which adopted the Baldwin County Fiscal Year 2024-2025 Budget and approved the Decision Item List that included the local match for the SS4A Grant - Safety Action Plan.
