BACKGROUND INFORMATION
Background: The Highway Department is submitting for Commission approval Change Order No. 1 in the amount of $461,819.66 for Project No. DEMO-0223(251) HW20057 - Eastern Shore Trail Extension. The change order is necessary due to unforeseen field conditions, to preserve environmental features and to ensure public safety, and will increase the contract time by forty (40) working days.
Mark Acreman, Assistant County Engineer, submitted a letter explaining why the Change Order is in excess of the normal 10%. Due to the extraordinary circumstances, the change order is necessary to complete this project.
Previous Commission action/date:
11/18/2025 meeting: Awarded the bid for Project No. DEMO-0223(251) HW20057 - Eastern Shore Trail Extension to the lowest bidder, McElhenney Construction Company, LLC, in the Bid Amount $2,036,759.80; Construction Time: 120 working days; and authorized the Chairman to execute the Contract.
06/24/2025 meeting: Approved the Purchasing Director to place a competitive bid for the U.S. Highway 98 Eastern Shore Trail Extension Project from the east side of the Fish River Bridge to Pleasant View Lane once plans and specifications are completed.
