BACKGROUND INFORMATION
Background: The Request for Qualifications (RFQ) for engineering / environmental services for park improvements to Perdido Bay Park in Lillian, Alabama, were received in the Purchasing Conference Room on December 17, 2025, at 2:30 P.M. Twelve (12) firms submitted a packet. The evaluation committee consisted of Wanda Gautney, Jeanette Brown, Latisha Smith, Stacy Appleton, John Sedlack, Seth Peterson and Caleb Hacker. After reviewing the twelve (12) submittals, the evaluation committee scored Jade Consulting, LLC, the highest and feels that Jade Consulting, LLC, meets the requirements for the project. Staff recommends the Baldwin County Commission approve the request to begin negotiations with Jade Consulting, LLC, so that a final recommendation for the award can be made to the Baldwin County Commission regarding the selection.
This project will be funded by the Gulf of Mexico Security Act of 2006 (GOMESA).
Previous Commission action/date:
11/06/2025 meeting: Approved the RFQ for engineering / environmental services for the park improvements to Perdido Bay Park in Lillian, Alabama, and authorized the Purchasing Director to advertise the RFQ.
06/03/2025 meeting: Adopted Resolution #2025-140 and authorized submittal of application to Alabama Department of Conservation and Natural Resources for Alabama GOMESA funds for improvements to Perdido Bay Park in Lillian, Alabama.
