STAFF RECOMMENDATION

Recommendation

Authorize Baldwin Regional Area Transit System staff to submit FY 2027 Urban Transportation Grant Application for Section 5307 Federal funds in the amount of $703,786.00 to the Federal Transit Administration electronically through the required web-based portal “Transit Award Management System.

BACKGROUND INFORMATION

 

Background:  This grant application is to request lapsing Section 5307 Urban transportation funds that have been apportioned to provide public transportation within the Fairhope-Daphne, Alabama, Urbanized Area (UZA).

 

The total FY 2027 Grant Application is $1,047,572 of which $703,786 are Federal Transit Administration (FTA) funds and $343,786 is the required local match. 

 

Funding requested includes:

 

Urban Area Allocation of Operating Costs: $447,572.00 

Federal Funding 50%: $223,786.00; Local Funding 50%: $223,786.00

 

Urban Area Allocation of Preventative Maintenance (Vehicles & Facilities): $100,000.00

Federal Funding 80%: $80,000.00; Local Funding 20%: $20,000.00

 

Transit Vehicles: $500,000.00

Federal Funding 80%: $400,000.00; Local Funding 20%: $100,000.00

 

The 5307 grant amount requested is to obligate lapsing 2021 apportionments that will expire September 30, 2026. Once obligated, the County has five years to draw down the funds. The dollar amounts in the grant application do not represent the expenses to be presented in the FY 2027 county budget during the annual budget process.
