Recommendation
Award the bid for CDBG-DR Project No. HW22030 - Grade, Drain, Base and Pave County Road 65 From County Road 28 to County Road 32 to the lowest responsible bidder, Asphalt Services, Inc., Base Bid Amount $2,702,560.80; Construction Time: 200 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on June 23, 2026, at 2:00 P.M. Eleven (11) bids were received. Rob Middleton Construction, LLC, did not include the complete Addendum, including the corrected bid schedule, therefore their bid did not meet the required specifications. The lowest responsible bid was received from Asphalt Services, Inc., in the base bid amount of $2,702,560.80. Mark Acreman, Assistant County Engineer, reviewed the bid responses and submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest responsible bidder, Asphalt Services, Inc., in the amount of $2,702,560.80. ADECA letter of concurrence and Bid Tabulation attached.
This project is funded through the Alabama Hurricane Sally-Zeta CDBG-DR Program along with Baldwin County funds.
Previous Commission action/date:
03/03/2026 meeting: Approved the Purchasing Director to place a competitive bid for construction of the Community Development Block Grant - Disaster Recovery (CDBG-DR) County Road 65 Extension Project from County Road 28 to County Road 32; and Approved the Chairman to execute any project related documents.
