STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve the one-year extension of the Sheriffs’ Advancement in Education, Technology, and Training Fund Grant in an amount to be determined, by the Alabama Department of Economic and Community Affairs (ADECA) for the Baldwin County Sheriff’s Office to offset the amount of lost revenue from the sale of pistol permits; and
2) Approve the Chairman, as the Authorized Representative, to sign any documents related to the grant award; and
3) Authorize the Grants Administrator to submit the Agreement and any other related documents electronically through the ADECA grants portal on behalf of the Baldwin County Commission.

BACKGROUND INFORMATION
Background: State Treasury Fund created the Sheriffs’ Advancement in Education, Technology, and Training Fund previously known as Local Government Pistol Permit Revenue Loss Fund, into which they appropriated five million dollars ($5,000,000) to be disbursed for lost revenue of Pistol Permit sales. These funds will help offset the amount of lost revenue from the sale of pistol permits for 2023 and 2024 due to changes in pistol permit laws and fees charged. The amount for each county is determined by the Department of Examiners of Public Accounts. ADECA will make a yearly grant to any county in which the Sheriff has provided the required reports as set out in the Minimum Accounting Requirements for the Office of Sheriff. The grant amount will be based off the 2023 total reported pistol permit loss amount.
Act #2023-504 requires each county receiving grant funds to establish a separate fund in the county treasury to account for the grant funds and expenditure of the funds. Grant funds shall be used by a county for the same purposes for which pistol permit fees are authorized to be expended within that county.
Previous Commission action/date:
March 5, 2024 - The BCC accepted the Sheriffs’ Advancement in Education, Technology, and Training Fund Grant in an amount to be determined, from ADECA for the BCSO to offset the amount of lost revenue from the sale of pistol permits and approved the Grant Agreement, effective January 1, 2024, and terminating December 31, 2024; and authorized the Grants Department staff to submit the Agreement and any other related documents electronically through the ADECA grants portal on behalf of the Baldwin County Commission.
December 19, 2023 - The BCC confirmed, ratified, and approved the submittal of the Sheriffs’ Advancement in Education, Technology, and Training Fund grant application.
