STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve the reallocation of $285,035.00 in ARPA funds from the County Road 68 and Main Street Drainage Improvement project to the County Road 65 Drainage Improvement project; and
2) Adopt Resolution #2025-063 of the Baldwin County Commission allocating such ARPA funds for the County Road 65 project.

BACKGROUND INFORMATION
Background: The Final Rule issued by the U.S. Department of Treasury on January 6, 2022, identified the cost of expenses for necessary investments in water infrastructure as an eligible enumerated expense.
Project description:
The existing dirt road has experienced numerous failures due to inadequate drainage and roadway washouts following frequent rain events, ditch erosion, and loss of access to property. The basin feeding this area contributes to approximately 400 acres of drainage, all concentrating along the roadside ditches on County Road 65 before exiting to Magnolia River and eventually into Weeks Bay. Due to the high velocities and erosion factors, the proposed improvements include paving the existing dirt road, stabilizing, and reinforcing open ditches with permanent ground cover, ditch checks, and installing adequate cross drains.
Previous Commission action/date: A summary of previous Commission ARPA action is attached.
December 3, 2024 - BCC approved the reallocation of $53,191.39 to the County Road 65 drainage improvement water infrastructure project.
October 15, 2024 - BCC approve the allocation of ARPA funds in the amount of $232,478.81 for the partial cost of the general contracting services for Drainage Improvements along County Road 65 Project, to include approximately 1.52 miles of road paving and 16,000 feet of stormwater drainage improvements to provide better flow, reduce up-stream flooding, stabilize the road and ditches, and prevent erosion and downstream sedimentation; and adopted Resolution #2025-010 of the Baldwin County Commission allocating an additional $232,478.81of the ARPA funds for the Drainage Improvements along County Road 65 Project; and awarded the bid for Project No. HW21102000 - Pave County Road 65 from County Road 24 to County Road 28 to the lowest bidder, Mobile Asphalt Company, LLC, in the Bid Amount $1,019,403.12; Construction Time: 40 working days; and authorize the Chairman to execute the Contract.
June 18, 2024 - BCC approved the Purchasing Director to place a competitive bid for Project No. HW21102000 - Pave County Road 65 from County Road 24 to County Road 28; and approved the Chairman to execute any project related documents.
May 21, 2024 - BCC approved the allocation of ARPA funds in the amount of $754,920.21 for the cost of the Drainage Improvements along County Road 65 Project, to include approximately 1.52 miles of road paving and 16,000 feet of stormwater.
