STAFF RECOMMENDATION

Recommendation

Related to the Gulf Coast Resource Conservation and Development (RC&D) Council Grant for Educational Outreach and Community Development, take the following actions:

1) Confirm, ratify, and approve the submittal of the Alabama Tourism Department 2025 grant for $10,000.00 for Phase II of the Baldwin County First Settlers Brick Paver Program. (The grant application was submitted by staff electronically prior to Commission approval due to time constraints and a submission deadline of June 30, 2024); and

2) Authorize the Chairman and the Archives Director to execute documents related to the above grant application.

BACKGROUND INFORMATION

 

Background:  The RC&D Grant Application is intended to help organizations make Alabama a better place to live, work, and play. Organizations must be 501c3 non-profit organizations or units of government/public entities (i.e., schools, parks, fire departments, senior centers, etc.) to be eligible for funding. The grant application deadline was June 30, 2024, and no late applications will be accepted.

 

Gulf Coast RC&D’s grant minimum is $5,000.00 and the maximum is $15,000.00. The RC&D Council gives grants on a reimbursable basis; therefore, funding will be received once the project is complete, and the correct documentation has been submitted as agreed upon in the cooperative agreement. No purchases are eligible for reimbursement if purchased before October 1, 2024, and/or the cooperative agreement has been signed.

 

Staff is requesting to apply for a $10,000.00 grant from RC&D for Phase II of the Baldwin County First Settlers Brick Paver Program at Bicentennial Park in Stockton, Alabama. This program will honor the people who have made our county the amazing place it is today and commemorate some of the families who established Baldwin County’s municipalities.

 

The project was created to tell the story of how Baldwin County came to be. From the first settlers to the migrated farmers who were brought here, each person had a story, dream, and impact on Baldwin County. Brick pavers with engraved names of Baldwin County’s first settlers will be placed at the Baldwin County Plaza located at the main picnic pavilion area at Bicentennial Park.

 

The project will be completed in three phases with Phase I encompassing North Baldwin, Central Baldwin, and the Eastern Shore districts. Phase II will encompass South Baldwin County.

 

Staff continues to work to develop Bicentennial Park which is marketed to visitors looking for a day trip to explore the County’s history and culture and is promoted as an educational opportunity for residents and students looking to better understand the significant history of Baldwin County.

 

The grant amount applied for is $10,000.00 and staff will be requesting the Commission to allocate $10,000.00 toward the project in the upcoming FY 2024-2025 budget.

 

Phase III will be the historic marker purchase and a dedication ceremony. 

 

Previous Commission action/date: 

 

November 7, 2023 - BCC accepted the Gulf Coast Resource Conservation and Development (RC&D) Council Grant for Phase I of the project entitled: Baldwin County First Settlers Brick Paver Program.

 

June 6, 2023 - BCC approved the submittal of the grant application for the Gulf Coast RC&D Council in the amount of $15,000.00 Phase I of the Baldwin County First Settlers  Brick Paver Program.
