STAFF RECOMMENDATION

Recommendation

Approve the Request for Qualifications (RFQ) for Professional Services for the Development of a Comprehensive Safety Action Plan for the Eastern Shore Metropolitan Planning Organization and authorize the Purchasing Director to advertise the RFQ.

BACKGROUND INFORMATION

 

Background:  The Eastern Shore Metropolitan Planning Organization (MPO) has been awarded an SS4A Grant through the Baldwin County Commission to develop a Comprehensive Safety Action Plan for the Eastern Shore MPO and Baldwin County. This grant program is under the Infrastructure Investment and Jobs Act (IIJA) intended for safety improvements to reduce roadway fatalities and serious injuries. In order to secure funding for implementation / construction, an Action Plan must be developed first. The total amount of the grant is $400,000.00 with federal funding of $320,000.00 and Baldwin County funding the remaining $80,000.00 match. 

 

Staff requests that the Commission approve the RFQ and authorize the Purchasing Director to advertise.

 

Previous Commission action/date: 

08/19/2025 meeting: Authorized the Chairman to execute a grant agreement between the Baldwin County Commission and the Federal Highway Administration (FHWA) for the SS4A grant.

 

09/17/2024 meeting: Adopted Resolution #2024-159 which adopted the Baldwin County Fiscal Year 2024-2025 Budget and approved the Decision Item List that included the local match for the SS4A Grant - Safety Action Plan.
