STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve and authorize the Chairman to execute a Gulf of Mexico Energy Security Act (GOMESA) Grant Agreement between the State of Alabama Department of Conservation and Natural Resources (ADCNR) and the Baldwin County Commission to receive $4,820,000.00 for the construction of The Launch at CR6; and
2) Approve the Purchasing Director to place a competitive bid for The Launch at CR6 Construction Project; and
3) Approve the Chairman to execute any project related documents.

BACKGROUND INFORMATION
Background: Baldwin County has been awarded $4,820,000.00 in state GOMESA Funds for The Launch at CR6. It will consist of the construction of two boat launches, fishing/staging piers, gazebos, restroom facilities and associated parking.
Previous Commission action/date:
April 4, 2023 - The Commission adopted Resolution #2023-094 and authorized the Highway Department to submit an application for the Alabama Gulf of Mexico Energy Security Act (GOMESA) funds for the construction of “The Launch at CR6” and authorized the Chairman to execute any other project related documents.
January 3, 2023 - The Commission adopted Resolution #2023-047 amending the Fiscal Year 2023 Budget (Resolution #2022-165 and #2022-166, adopted September 20, 2022) to add funds for various items including “The Launch at CR6 design/permitting” in the amount of $7,500.00.
October 18, 2022 - The Commission approved the naming of Park / Boat Launch located on County Road 6 in Gulf Shores, Alabama as “The Launch at CR6”.
September 20, 2022 - The Commission adopted Resolution #2022-166, #2022-165 and approved the Fiscal Year 2022 budget allocating $100,000.00 for Construction Engineering & Inspection (CE&I) using Park funds and $4,500,000.00 for Construction using Gulf of Mexico Energy Security Act (GOMESA) funds.
May 18, 2021 - The Commission awarded the bid for Project No. BCP 0203120 (HW20031000) Construction of the Baldwin County Intracoastal Waterway (ICW) Boat Launch to the lowest bidder, McElhenney Construction Co., LLC, and approved and confirmed funding for this project from various sources one of which was $2.0 million of the 2020 Baldwin County GOMESA allocation reassigned from County Road 6 project.
March 16, 2021 - The Commission waived Baldwin County Commission Policy #9.10 - Engineering and Surveying Services and approved on-call consultant Jade Consulting, LLC, to perform design services for the County Road 6 Boat Launch Project with design fees not to exceed $163,500.00.
January 19, 2021 - The Commission approved funding the County Road 6 Boat Launch construction using $2,000,000 of Gulf of Mexico Energy Security Act (GOMESA) funds.
September 22, 2020 - The Commission adopted Resolution #2020-127 and approved the Fiscal Year 2021 budget allocating $175,000.00 for design and engineering of the County Road 6 Boat Launch.
