Authorize staff to begin negotiations with Thompson Engineering, Inc., so that a final recommendation for award can be made to the Baldwin County Commission for the engineering / environmental services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express.

BACKGROUND INFORMATION
Background: The Request for Qualifications (RFQ) for engineering / environmental services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express was received in the Purchasing Conference Room on November 12, 2025, at 2:00 P.M. Nine (9) firms submitted a packet. The evaluation committee consisted of Wanda Gautney, Jeanette Brown, Stacy Appleton, John Sedlack, Seth Peterson, Sierra Stilwell and Chris Bradley. After reviewing the nine (9) submittals, the evaluation committee scored Thompson Engineering, Inc., the highest and feels that Thompson Engineering, Inc., meets the requirements for the project. Staff recommends the Baldwin County Commission approve the request to begin negotiations with Thompson Engineering, Inc., so that a final recommendation for the award can be made to the Baldwin County Commission regarding the selection.
This project will be funded by the Gulf of Mexico Security Act of 2006 (GOMESA).
Previous Commission action/date:
10/07/2025 meeting: Approved the Request for Qualifications (RFQ) for engineering / environmental services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express and authorized the Purchasing Director to advertise the RFQ.
09/16/2025 meeting: Adopted the Baldwin County FY 2025-2026 Budget (Resolution #2025-171).
