STAFF RECOMMENDATION
Recommendation
Adopt Resolution #2026-092 approving the Community Development Block Grant - Disaster Recovery (CDBG-DR) Infrastructure Policy Manual.
End
BACKGROUND INFORMATION
Background: As outlined in Baldwin County’s approved Local Recovery Plan (LRP), ADECA has allocated $24,092,676.00 for Infrastructure Recovery Activities to support the County’s CDBG‑DR programs. The infrastructure allocation supports the implementation of the County’s two CDBG‑DR infrastructure programs: the Local Government Recovery Infrastructure Program (LGRIP) and the County Priority Infrastructure Program (CPIP).
ADECA requires all subrecipients to adopt an Infrastructure Policy Manual that establishes the policies, procedures, and administrative requirements governing the use of CDBG-DR funds for eligible infrastructure activities. This manual serves as the foundational compliance document for administering CDBG-DR infrastructure programs. The CDBG-DR Infrastructure Policy Manual provides detailed guidance on program eligibility, national objective requirements, procurement standards, financial management, environmental compliance, monitoring, reporting, and other administrative responsibilities necessary to ensure proper stewardship of federal funds. The Commission has reviewed the Infrastructure Policy Manual and determined that its adoption is necessary for the effective and compliant administration of Baldwin County’s CDBG-DR infrastructure programs.
