Approve and authorize the Chairman to execute the Contract with JADE Consulting, LLC, for Engineering / Environmental Services for Park Improvements to Perdido Bay Park in the estimated amount of $199,984.00.

BACKGROUND INFORMATION
Background: The Commission, during its February 19, 2026, Regular meeting, authorized County staff to begin contract negotiations with JADE Consulting, LLC, so that a final recommendation could be brought to the Commission for approval. JADE Consulting, LLC, has submitted a Contract for Engineering / Environmental Services for Park Improvements to Perdido Bay Park in Lillian, Alabama, which includes four (4) tasks in order to complete the contract scope. These tasks include the following:
Task 1: Master Planning Efforts: $34,350.00
Task 2: Construction Document Preparation: $146,950.00
Task 3: Environmental Permitting Efforts: $6,425.00
Task 4: Geotechnical Engineering Services: $12,259.00
The total estimated contract is $199,984.00. This project will be funded by the Gulf of Mexico Security Act of 2006 (GOMESA).
Previous Commission action/date:
2/19/2026: Authorized staff to begin negotiations with JADE Consulting, LLC, so that a final recommendation for award can be made to the Baldwin County Commission for the engineering / environmental services for park improvements to Perdido Bay Park in Lillian Alabama.
11/06/2025: Approved the RFQ for engineering / environmental services for the park improvements to Perdido Bay Park in Lillian, Alabama, and authorized the Purchasing Director to advertise the RFQ.
06/03/2025: Adopted Resolution #2025-140 and authorized submittal of application to Alabama Department of Conservation and Natural Resources for Alabama GOMESA funds for improvements to Perdido Bay Park in Lillian, Alabama.
