STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Terminate the Management Control Agreement effective May 5, 2026, between the Baldwin County Commission and the City of Bay Minette Municipal Court approved during the May 16, 2023, Baldwin County Commission Regular Meeting (Agenda Item CH4); and
2) Approve and authorize the Chairman to execute the Management Control Agreement between Baldwin County Commission and City of Bay Minette Municipal Court for the administration of computer systems and network infrastructure which interfaces with the Alabama Criminal Justice Information Center network.
The Agreement shall be effective from the date of full execution for three (3) years, unless terminated by either party with a thirty (30) day written notice.

BACKGROUND INFORMATION
Background: The Communications and Information Systems (CIS) Department provides network and computer support for the City of Bay Minette Police Department and has now been requested to include the City of Bay Minette Municipal Court. The County is reimbursed by the City for these services. To comply with the most current Alabama Criminal Justice Information Center (ACJIC) Policy for access to the National Crime Information Center (NCIC) systems and to meet Audit requirements, the City of Bay Minette Municipal Court is required to have an updated Management Control Agreement with the County, providing the Municipal Court managed control over those portions of the network and systems that interface directly or indirectly with the ACJIC network.
Previous Commission action/date: 05/16/2023 - Approved the Management Control Agreement with the City of Bay Minette Municipal Court related to administration of computer systems and network infrastructure which interface with the ACJIC network.
