STAFF RECOMMENDATION
Recommendation
Adopt Resolution #2026-140 of the Baldwin County Commission, which approves the Baldwin County Fiscal Year 2027 Budget and authorizes the attached Employee Pay and Classification Scale, Critical Requirement Item List, and the Road, Bridge and Park Improvement Project List for Fiscal Year 2027 that correlates with Resolution #2026-140.

BACKGROUND INFORMATION
Background: The Baldwin County Commission Employee Pay and Classification Scale has been updated to become effective October 5, 2026, reflecting a 5% Cost of Living Adjustment (COLA) with range adjustments as follows:
Baldwin County Commission Employees
a. Grades 300 to 310 increased by 4%, and
b. Grades 311 to S318 increased by 2%, and
c. Grades S319 to S326 increased by 0%
Baldwin County Sheriff’s Office Employees
a. Grades 304 to 313 and S311 to S314 increased by 7%, and
b. Grades 314 to 317 increased by 5%, and
c. Grades 318 to 324 and S315 to S324 increased by 3%

The Near Term Need List attached is part of the future planning process. This document does not financially impact the Fiscal Year 2027 Budget but outlines items that are anticipated to be required in the near future.
