STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the transfer of one unserviceable 2014 Polaris Ranger XP Crew 900 UTV purchased with Homeland Security Funds to the Stockton Volunteer Fire Department; and

 

2) Authorize the Chairman to sign the Transfer of Ownership Form for the unserviceable 2014 Polaris Ranger XP Crew 900 UTV over to Stockton Volunteer Fire Department

BACKGROUND INFORMATION

 

Background: In 2014, the Baldwin County Emergency Management Agency (EMA) was awarded $25,000 in Homeland Security funds to purchase two 2014 Polaris Ranger XP Crew 900 UTVs to enhance its response capability during planned large events, unexpected disasters, and acts of terrorism. In February of 2024, one of the UTV transmissions stopped working and was deemed economically unfeasible to repair. Stockton Fire Department has agreed to repair it and requested it to enable them to have quicker access in large crowds, remote locations, and debris areas.

 

As a partner to the EMA, Stockton Fire Department submits resource requests to EMA for its UTVs 2-5 times a year to support the various large crowd events held at Bicentennial Park and the Boat Landing. Stockton has applied for various grants to acquire a UTV but has been unsuccessful. Transferring ownership to the Stockton Fire Department will help sustain our current capabilities.

 

The Alabama Law Enforcement Agency, which is the Administrative Agency for the Homeland Security Grant, has approved the disposition of the UTV in compliance with Code of Federal Regulation Title II 200.313.e pertaining to the disposition of equipment purchased with grant funds.

 

Previous Commission action/date:  February 4, 2014 - The Baldwin County Commission authorized the acceptance of the Alabama Homeland Security Grant (reallocation funds) of $25,000 for the purchase of two utility vehicles. The term for the Alabama Homeland Security Grant Cooperative Agreement 1ICL was January 1, 2014 - May 16, 2014.
