STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Authorize the North Baldwin Chamber of Commerce to utilize Live Oak Landing Park to host its first Dragon Boat Race event on October 17, 2026, with practice days from October 15, 2026, to October 16, 2026; and
2) Waive all applicable fees including pavilion rental fees in accordance with Policy #2.23; and
3) Authorize the Live Oak Landing boat launch to be closed to the public on October 17, 2026, from 6:00 a.m. to 2:00 p.m. for the Race event; and
4) Authorize Parks and Recreation Department staff to assist with event set up and coordination on the day of the event.
This approval is contingent upon the event coordinator providing a certificate of liability insurance that meets County requirements prior to the event taking place.

BACKGROUND INFORMATION
Background: The North Baldwin Chamber of Commerce has requested to utilize the Live Oak Landing Park and for all park fees to be waived to host a Dragon Boat Race Event on October 17, 2026. They will hold practice on October 15, 2026, and October 16, 2026.
A dragon boat race is a competitive paddling sport where teams race long, narrow boats that are traditionally decorated with a dragon’s head and tail. Modern Dragon Boat Racing is an international team sport that is often a part of community festivals, corporate team building, and charity fundraisers, with an emphasis on teamwork, rhythm, strength and endurance. The goal is to have 15 - 20 boats with 20 people each, along with guests to watch.
The North Baldwin Chamber of Commerce will provide food trucks, a petting zoo, face painter, bleachers, and additional portable toilets. No alcoholic beverages will be served. The Parks and Recreation Department will provide staff to assist with parking, trash pickup, placement of barricades, and moving and placing bleachers provided by the Chamber.
Previous Commission action/date: April 7, 2026 - The County Commission discussed the request from North Baldwin Chamber and authorized the request to be placed on the April 21, 2026, Commission meeting for consideration.
