STAFF RECOMMENDATION

Recommendation

Approve an Intergovernmental Roadway Construction Agreement between the Baldwin County Commission and the City of Daphne to construct a new roadway corridor including a roundabout connecting County Road 13 from Milton Jones Road westward to the intersection of Friendship Road and Jonesboro Road.

The City of Daphne will assume responsibility for maintenance after the project is completed.

BACKGROUND INFORMATION

 

Background:  The City of Daphne and the Baldwin County Commission have determined that a new roadway, including a roundabout connecting County Road 13 from Milton Jones Road westward to the intersection of Friendship Road and Jonesboro Road is necessary to improve road access and promote the convenience, order, prosperity, and welfare of citizens and residents of the City and County. 

 

The City of Daphne will contribute up to $700,000.00 and Baldwin County will contribute up to $2,800,000.00 for all costs incurred for design, right-of-way acquisition, utility relocations, permitting, construction and Construction, Engineering and Inspection (CE&I). The Commission approved $1,500,000.00 for the project in the Fiscal Year 2024 Budget. Additional funds of $1,300,000.00 will come from existing unused budgeted project funds.  

 

The City of Daphne agrees to utilize City employee time and resources to facilitate the design, utility relocations, permitting, construction and CE&I of the project. Baldwin County agrees to utilize County employee time and resources to facilitate any and all right-of-way acquisition required for the construction of the project. The City of Daphne will assume maintenance responsibility for the project when completed.

 

Previous Commission action/date:  September 28, 2023 - The Commission adopted the Fiscal Year 2024 Budget (Resolutions #2023-186 and #2023-187) approving funding of $1,500,000.00 to extend Milton Jones Road from County Road 13 to Friendship Road.

 

FINANCIAL IMPACT

 

Total cost of recommendation:  County Contribution up to $2,800,000.00; (City of Daphne will contribute up to $700,000.00.)

 

Budget line item(s) to be used: 

HW24007 - Extend Milton Jones Road from CR 13 to Friendship Road - $1,500,000.00;

$1,300,000.00 to be transferred from Existing Unused Budgeted Project Funding
