Recommendation
Authorize the Chairman to send a letter to the Federal Highway Administration authorizing the Assistant County Engineer and MPO Director to sign and submit the Standard Form (SF)-270 reimbursement requests on behalf of the Baldwin County Commission for the Safe Streets and Roads for All (SS4A) planning grant.

BACKGROUND INFORMATION
Background: The Eastern Shore Metropolitan Planning Organization (MPO) is managing the Safe Streets and Roads for All (SS4A) Safety Action Plan planning grant. As part of the grant administration process, the MPO will submit quarterly reimbursement requests to the Federal Highway Administration (FHWA) using Standard Form (SF)-270, Request for Advance or Reimbursement. FHWA has requested written authorization from the Baldwin County Commission designating MPO staff to prepare, sign, and submit reimbursement requests on the Commission's behalf. Approval of this item will authorize the Assistant County Engineer and MPO Director to sign and submit SF-270 reimbursement requests for the duration of the SS4A planning grant.
Previous Commission action/date:
03/03/2026 meeting: Authorized the Chairman to execute the contract with Kimley-Horn and Associates, Inc., for development of a Comprehensive Safety Action Plan.
01/06/2026 meeting: Authorized staff to begin negotiations with Kimley-Horn and Associates, Inc., so that a final recommendation for award can be made to the BCC for Professional Services for Development of a Comprehensive Safety Action Plan for Eastern Shore MPO and the BCC.
10/07/2025 meeting: Approved the RFQ for Professional Services for Development of a Comprehensive Safety Action Plan for the Eastern Shore MPO and authorized the Purchasing Director to advertise the RFQ.
08/19/2025 meeting: Authorized the Chairman to execute a grant agreement between the BCC and the FHWA for the SS4A grant.
09/17/2024 meeting: Adopted Resolution #2024-159 which adopted the Baldwin County FY 2024-2025 Budget and approved the Decision Item List that included the local match for the SS4A Grant - Safety Action Plan.
