STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Adopt Resolution #2026-114 providing for continued local recognition of the name “Foley Beach Express” for the portion of State Route 161 located within the unincorporated areas of Baldwin County; and

2) Adopt Resolution #2026-115 providing for continued local recognition of the name “Baldwin Beach Express” for the portion of State Route 161 located within the unincorporated areas of Baldwin County.

BACKGROUND INFORMATION

 

Background:  The Baldwin County Commission previously approved the transfer of County-owned portions of the roadways commonly known as the Foley-Beach Express and the Baldwin Beach Express to the Alabama Department of Transportation (ALDOT). The Foley Beach Express extends from approximately 300 feet south of Bradford Road to its intersection with County Road 12. The Baldwin Beach Express extends from its intersection with the Foley-Beach Express to County Road 68. Both portions of road have since been incorporated into the state highway system as State Route 161 (SR 161).

 

The proposed resolutions formally acknowledge the completed transfer and affirm that, while the roadway is officially designated as SR 161, the portions located within the unincorporated areas of Baldwin County will continue to be locally recognized as the “Foley Beach Express” and “Baldwin Beach Express” for historical, geographic, and community identification purposes. The resolutions do not alter ALDOT’s official designation or authority over the roadway.

 

Previous Commission action/date: 

November 7, 2023 - The Commission authorized the Chairman to execute an agreement between the State of Alabama Department of Transportation (ALDOT) and Baldwin County Commission for the transfer of maintenance responsibilities and access management responsibilities for portions of the Baldwin Beach Express, Foley Beach Express, Roscoe Road and County Road 4.

 

May 2, 2023 - The Commission adopted Resolution #2023-15 authorizing the transfer of portions of the Foley Beach Express, Baldwin Beach Express, Roscoe Road and County Road 4 to the Alabama Department of Transportation.
