STAFF RECOMMENDATION

Recommendation

Regarding Baldwin County Commission (Budget & Purchasing Department) policies, take the following actions:

 

1) Adopt revised Policy 3.2 - Budget Management Policy (which combines Policies 3.1 - Agenda Item Appropriation Procedure and 3.2 - Budget Administration Procedures); and

 

2) Abolish Policies 3.1 - Agenda Item Appropriation Procedures, 3.3 - Commission Contingency Account, and 3.4 - Commission Highway Contingency Account.

BACKGROUND INFORMATION

 

Background:  In an effort to create a more comprehensive Budget Management Policy, the former Policy 3.2 - Budget Administration Procedures has been revised and expanded to incorporate the Budgetary Policy Procedures from Policy 8.22 - Financial Management, encompass Policy 3.1 - Agenda Item Appropriation Procedure as well as other needed changes.

 

Policies 3.3 and 3.4 are requested to be abolished as the use of individualized Commission Contingency accounts is no longer a practice of the Baldwin County Commission.
