STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the Baldwin County Emergency Operations Plan (EOP) Flood Warning and Response Annex as an appendix to the current Baldwin County Emergency Operations Plan to enhance flood warning, response, and recovery coordination to support continued participation in the National Flood Insurance Program’s Community Rating System (CRS); and

 

2) Authorize the Chairman to execute any documents necessary for implementation.

BACKGROUND INFORMATION

 

Background:  The Community Rating System (CRS) is a voluntary program administered by the Federal Emergency Management Agency (FEMA) that recognizes communities for implementation activities that exceed the minimum National Flood Insurance Program (NFIP) requirements. Adoption of a Flood Warning and Response Annex supports CRS Activity 610 and documents Baldwin County’s procedures for flood monitoring, warning dissemination, emergency response, evacuation coordination, and post-flood operations.

 

The Annex establishes roles and responsibilities for County departments and partner agencies, outlines operational procedures before, during, and after flood events, and identifies training, exercises, and documentation requirements necessary to maintain CRS credit. Adoption of this Annex strengthens the County’s emergency preparedness while helping preserve CRS classification benefits for NFIP policyholders.

 

Previous Commission action/date:  03/07/2023 - Took the following actions:1) Adopted the Baldwin County Emergency Operations Plan (EOP) - Revised 2023 for Baldwin County, Alabama; and 2) Authorized the Chairman to sign the signatory page included in the basic plan section of the EOP, and any other required correspondence; and 3) Approved the placement of the EOP on the Emergency Management Agency (EMA) page of the Baldwin County Commission's website.
