Recommendation
Take the following actions:
1) Approve and authorize the Chairman to execute Allowance Authorizations No. 3 to move $222,656.65 from General Utility Allowance to Owner’s Allowance, and Allowance Authorization No. 4 for Laundry Renovation additional work in the amount of $324,201.00 with Wharton-Smith, Inc. on the construction of the new Female Housing Addition to the Baldwin County Corrections Center located in Bay Minette, Alabama; and
2) Confirm, ratify, and approve the Purchasing Director issuing a Purchase Order to Garland/DBS, Inc. in the estimated amount of $73,695.83 for the roofing materials which are being purchased via the OMNIA Partners Public Sector national purchasing cooperative. The purchase order was issued by the Purchasing Director prior to Commission approval due to project time constraints.

BACKGROUND INFORMATION
Background: The Architect, Patrick Addison with PH & J Architects, Inc., is submitting for Commission approval Allowance Authorizations No. 3 to move $222,656.65 from General Utility Allowance to Owner’s Allowance to cover the cost of Allowance Authorization No. 4 in the amount of $324,201.00 for additional work in the new laundry area including a new roof, structural repairs and modifications, due to the roof deck and miscellaneous items encountered during demolition of the old kitchen in the construction of the New Female Housing Addition.
The roofing material from Garland/DBS Inc., in the estimated amount of $73,695.83 is being purchased directly by the County. Freight charges may increase or decrease the total by a minimal amount. The purchase order was issued prior to Commission approval due to project time constraints and delayed delivery time of the roofing materials.
Previous Commission action/date:
12/16/2025 meeting: Authorized the payment of the invoice in the amount of $45,129.37 to North Baldwin Utilities for resurfacing and paint striping the road over the sewer line that was installed in front of the Baldwin County Corrections Center for the new Female Housing Addition required by the ALDOT.
07/01/2025 meeting: Authorized the payment of the invoice in the amount of $5,500.00 to North Baldwin Utilities for the placement of a Fire Hydrant Meter at the new Female Housing Addition to the Baldwin County Corrections Center.
05/06/2025 meeting: 1) Adopted Resolution #2025-114 amending the FY 2025 Budget (Resolution #2024-158 and Resolution #2024-159, adopted on September 17,2024) to accommodate a change order for the New Corrections Facility Project (BP20001); and 2) Approved and authorized the Chairman to execute Change Order No. 3 to furnish and install conduit and cabling for door interlocks in the amount of $72,968.00 with Wharton-Smith, Inc., on the construction of the new Female Housing Addition to the Baldwin County Corrections Center located in Bay Minette, Alabama.
03/05/2025 meeting: Approved and authorized the payment of the invoice from North Baldwin Utilities in the amount of $351,291.42 for installing a new sewer line for the new Female Housing Addition to the Baldwin County Corrections Center located in Bay Minette, Alabama.

Base Bid Amount: $58,312,000.00; Alternate #1: $880,000.00 (New Jail Laundry Area); Alternate #2: $2,300,000.00 (Housing Tower A Elevator); Alternate #3: $479,000.00 (New Jail Staff Area); Total Amount: $61,971,000.00; Construction Time: 1575 days. Funding Source: Warrant Funds through Public Building Authority and the Sheriff’s Office reimbursing the County $479,000.00 for Alternate #3.

10/20/2020 meeting: Authorized the Purchasing Director to advertise for the Pre-Qualification of Contractors for the construction of a new female housing addition to the Baldwin County Correction Center and renovations of adjacent buildings located in Bay Minette, Alabama.
08/04/2020 meeting: 1) Approved an Amendment to the AIA Contract for the architectural services with PH & J Architects, Inc., to add the Renovations of the old City of Bay Minette Municipal Building purchased from the City of Bay Minette for the New Baldwin County Sheriff’s Office in the amount of 6.5% of the construction cost; and 2) Included the demolition and removal of the existing water tank located on the jail site for architectural services in the amount 7.2% of the demolition cost and authorized the Chairman to execute the Amendment.
01/21/2020 meeting: Approved the AIA Contract for the architectural services with PH & J Architects, Inc., for the construction of a new female housing addition and renovations to the Baldwin County Corrections Center in the amount of 6.9% of the construction cost for the new female facility and 7.2% of the construction cost on all renovation work at the existing Corrections facility plus normal reimbursable expenses and authorized the Chairman to execute the Contract.
