STAFF RECOMMENDATION

Recommendation

Award the bid for Baldwin County Resurfacing Projects 2025: Group #2/BCR-2025-2 to the lowest responsible bidder, Ammons & Blackmon Construction, LLC, in the Bid Amount $556,976.50 for Alternate 2 (All labor only); Construction Time: 45 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION

 

Background:  Bids were opened in the Purchasing Conference Room on March 26, 2025, at 1:30 P.M. Five (5) bids were received. The lowest bid was received from APAC Alabama, Inc. APAC did not provide the signed addendum as required in the bid specifications. The lowest responsible bid was received from Ammons & Blackmon Construction, LLC, in the bid amount of $556,976.50 for Alternate 2 (All labor only). The County will use the annual asphalt bid to supply the mix. The cost of the County supplied plant mix will be approximately $1,330,673.88 with the estimated total project cost to be $1,887,650.38. The Baldwin County Assistant County Engineer, Mark Acreman, reviewed the bid responses and submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest bidder, Ammons & Blackmon Construction, LLC, which had an error in their bid calculation resulting in the increase of their bid by $4,546.50. This did not change the outcome of the lowest bidder. Bid Tabulation attached.

 

Previous Commission action/date: 

10/01/2024 meeting: Authorized the Purchasing Director to place a competitive bid for the Fiscal Year 2025 Resurfacing Projects as design plans and specifications are completed.
