Award the bid for Project No. HW24084 - Construction of Mega Site Novelis Rail Spur to the lowest bidder, S. A. Graham Co., Inc., in the Bid Amount of $14,869,642.87; Construction Time: 540 calendar days; and authorize the Chairman to execute the Contract.End
BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on June 4, 2024, at 2.00 p.m. Three (3) bids were received. The lowest bid was received from S. A. Graham Co., Inc., in the bid amount of $14,869,642.87. The Baldwin County Assistant County Engineer, Mark Acreman, has reviewed the bid responses and has submitted the certified Bid Tabulation and a letter recommending the bid be awarded to the lowest bidder, S. A. Graham Co, Inc., in the amount of $14,869,642.87. Bid Tabulation attached for review.
Previous Commission action/date:
02/20/2024 meeting: 1) Approved the Purchasing Director to place a competitive bid for the construction of the Novelis Manufacturing Facility - North Railroad and Bridge project; and 2) Approved the Chairman to execute any project related documents.
09/09/2022 meeting: Approved waiving Baldwin County Policy #9.10 - Engineering, Environmental Monitoring and Surveying Services and approved on-call consultant Volkert to perform engineering services for the South Alabama Mega Site Development Project with fees not to exceed $4,232,020.00.
