STAFF RECOMMENDATION

Recommendation

Adopt Resolution #2025-073 and approve the Utility Agreement between the Baldwin County Commission and the Alabama Department of Transportation for utility relocation for widening, resurfacing and intersection improvements on County Road 64 from State Road 181 to Montelucia Way using 80% Federal funds and 20% County matching funds. (This Agreement shall be effective upon full execution and shall be in effect until the utility relocation project and reimbursements are completed.)

BACKGROUND INFORMATION

 

Background: The estimated cost for utility relocation on County Road 64 from State Road 181 to Montelucia Way is $1,995,210.00. The Eastern Shore Metropolitan Planning Organization (MPO) approved an allocation of $1,596,168.00 (80%) and the County will provide the local match of $399,042.00 (20%).

 

Previous Commission action/date: 

April 5, 2022 - The Commission adopted Resolution #2022-067 and approved a funding agreement between the Baldwin County Commission and the Alabama Department of Transportation (ALDOT) for right-of-way acquisition for the widening, resurfacing and intersection improvements on County Road 64 from State Road 181 to Montelucia Way using 80% Federal funds and 20% County matching funds.

 

October 1, 2019 - The Commission approved Resolution #2020-011 and submitted a Letter of Intent to use Federal Funds for the County Road 64 Capacity Improvement Project to ALDOT as part of the project initiation process.

 

July 16, 2019 - The Commission waived Baldwin County Commission Policy #9.10 - Engineering and Surveying Services and approved on-call consultant Volkert, Inc. to perform design services for the County Road 64 Capacity Improvements Project, with design fees not to exceed $526,142.00. The Eastern Shore Metropolitan Planning Organization (ESMPO) will fund 80% of the design fees and the County will provide the 20% local match.

 

April 16, 2019 - The Commission approved Resolution #2019-059 and a funding agreement between the Baldwin County Commission and ALDOT for the Preliminary Engineering to 3-Lane County Road 64 from State Route 181 to County Road 54 East and install a Roundabout at the Rigsby Road Intersection using 80% Federal funds and 20% County matching funds.
