STAFF RECOMMENDATION
Recommendation
As it relates to the Purchase and Installation of HVAC Upgrade to Baldwin County Annex V Revenue Commission Building located in Bay Minette, Alabama, take the following actions:
1) Award Bid #WG26-32 to the lowest bidder, Goram Air Conditioning Company, Inc., as follows:
Base Bid: $420,000.00
Additive Alternate #1: $98,500.00 (pumps)
Total Amount: $518,500.00
2) Do not award the bid for Additive Alternate #2 in the amount of $13,730.00 (temporary chiller); and
3) Authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on July 15, 2026, at 2:00 P.M. Five (5) bids were received. Howard M. Yonge, P.E., Consulting Engineer, reviewed the bid responses for the Purchase and Installation of HVAC Upgrade to the Baldwin County Annex V Revenue Commission Building located in Bay Minette, Alabama, and submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest bidder, Goram Air Conditioning Company, Inc., in the amount of $518,500.00 as follows; Base Bid: $420,000.00 plus Additive Alternate #1: $98,500.00 (pumps) and not to award Additive Alternate #2: $13,730.00 (temporary chiller). Previous Commission action/date: 06/02/2026 meeting: 1) Approved the specifications and authorized the Purchasing Director to place Competitive Bid #WG26-32 for the Purchase and Installation of HVAC Upgrade to Baldwin County Annex V Revenue Commission Building located in Bay Minette, Alabama; and 2) Further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.
