Recommendation
Regarding Baldwin County Commission (Finance & Accounting Department) policies, take the following actions:
1) Adopt Policy 8.25 - Grants Policy; and
2) Abolish Policy 3.6 - Policies and Procedures for Grants.

BACKGROUND INFORMATION
Background: Staff has reviewed existing policies concerning the Grants Department and proposes updates and revisions in an effort to simplify and streamline outdated processes or combine similar policies as needed. The Grants Department now operates under the Finance and Accounting Department rather than the Budget and Purchasing Department as Policy 3.6 was adopted under.
The Baldwin County Grants Department has developed a comprehensive Grants Policy to establish consistent, high-level standards for the administration of grant funding across all County departments. The policy outlines guiding principles for grant application, acceptance, management, documentation, internal controls, and compliance with federal, state, and local requirements. This policy is intended to provide a uniform framework for County operations while allowing detailed procedures to be maintained separately within departmental Policies & Procedures (P&P) guidelines. The draft policy has been circulated for internal review, and revisions will be incorporated into the final version presented to the Commission.
