STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the Purchasing Director to place a competitive bid for construction of the Community Development Block Grant - Disaster Recovery (CDBG-DR) County Road 65 Extension Project from County Road 28 to County Road 32; and

 

2) Approve the Chairman to execute any project related documents.

BACKGROUND INFORMATION

 

Background:  County Road 65 is a hurricane evacuation route for Baldwin County and is critical for allowing citizens and visitors to evacuate quickly and safely when needed. This project will improve roadway resiliency and address redundancy, strengthening north-south routes in the area. This project is under Alabama Department of Economic and Community Affairs (ADECA) review for funding consideration through the CDBG-DR Program. The estimated cost for advertising is $1,000.00.

 

Previous Commission action/date: 

September 16, 2025 - Approved the submittal of the CDBG-DR County Priority Infrastructure Program (CPIP) Activity Profile Form for the County Road 65 Extension Project from County Road 28 to County Road 32, by staff to the ADECA CDBG-DR grant portal; and authorized the Chairman to sign any documents related to this Activity Profile Form.

 

July 1, 2025 - Approved Amendment No. 2 to Subrecipient Agreement Number DR-21-001 between the BCC and the State of Alabama, ADECA, addressing recovery from Hurricanes Sally and Zeta, including unmet housing, infrastructure, economic development, mitigation, and other eligible unmet needs, as described in the BCC’s approved LRP. Amendment No. 2 to Baldwin County’s CDBG-DR Subrecipient Agreement with ADECA establishes the implementation budget allocations of $100,000.00 for Administration, $19,169,010.00 for Housing Recovery Activities, and $24,092,676.00 for Non-Housing Recovery Activities. The amendment also extends the period of performance through October 31, 2028.

 

September 20, 2022 - Adopted Resolution #2022-166, #2022-165 and approved the Fiscal Year 2023 Budget allocating $200,000.00 for right-of-way to extend County Road 65 from County Road 28 to County Road 32.

 

November 2, 2021 - Waived BCC Policy #9.10 - Engineering, Environmental Monitoring and Surveying Services and approved on-call consultant Mott MacDonald Alabama, LLC to perform design services for the County Road 65 Extension from County Road 28 to County Road 32 Project with design fees not to exceed $174,803.00.

 

September 21, 2021 - Adopted Resolution #2021-128 and approved the Fiscal Year 2022 Budget allocating $175,000.00 for Preliminary Engineering to extend County Road 65 from County Road 28 to County Road 32.
