STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve the allocation of American Rescue Plan Act (ARPA) funds in the amount of $232,478.81 for the partial cost of the general contracting services for Drainage Improvements along County Road 65 Project, to include approximately 1.52 miles of road paving and 16,000 feet of stormwater drainage improvements to provide better flow, reduce up-stream flooding, stabilize the road and ditches, and prevent erosion and downstream sedimentation; and

 

2) Adopt Resolution #2025-010 of the Baldwin County Commission allocating an additional $232,478.81of the ARPA funds for the Drainage Improvements along County Road 65 Project.

 

BACKGROUND INFORMATION

 

Background:  The Final Rule issued by the U.S. Department of Treasury on January 6, 2022, identified the cost of expenses for necessary investments in water infrastructure as an eligible enumerated expense.

Project description: 

The existing dirt road has experienced numerous failures due to inadequate drainage and roadway washouts following frequent rain events, ditch erosion, and loss of access to property. The basin feeding this area contributes to approximately 400 acres of drainage, all concentrating along the roadside ditches on County Road 65 before exiting to Magnolia River and eventually into Weeks Bay. Due to the high velocities and erosion factors, the proposed improvements include paving the existing dirt road, stabilizing, and reinforcing open ditches with permanent ground cover, ditch checks, and installing adequate cross drains.
