BACKGROUND INFORMATION
Background: Natural hazard mitigation planning is the process of determining how to eliminate or reduce loss of life and property damage from natural hazards such as floods, hurricanes, severe storms, tornadoes, winter weather, droughts, and earthquakes. Volcanic activity is the only natural hazard that does not affect Baldwin County. Federal legislation requires each county to file a plan with the Federal Emergency Management Agency, through the State Emergency Management Agency, to remain eligible for federal disaster assistance programs. The Baldwin County Hazard Mitigation Planning Committee is responsible for the development of this plan.
This committee includes representation from each jurisdiction, and each jurisdiction's designee coordinates revisions within that jurisdiction for inclusion in the Hazard Mitigation Plan. The fifteen participating jurisdictions are: Baldwin County, City of Bay Minette, City of Daphne, City of Gulf Shores, Town of Elberta, City of Fairhope, City of Foley, City of Loxley, Town of Magnolia Springs, City of Orange Beach, Town of Perdido Beach, City of Robertsdale, Town of Silverhill, City of Spanish Fort, and the Town of Summerdale. The committee also includes representatives from various county organizations and boards who participate as stakeholders. The 2026 Baldwin County Multi-Jurisdictional Hazard Mitigation Plan has undergone a public comment period and has been approved by the Alabama Emergency Management Agency.
Resolution 2021-109 of the Baldwin County Commission adopted the previous 2021 Baldwin County Multi-Hazard Mitigation Plan. A revision is required every five years per FEMA guidance. The 2026 plan has been approved pending adoption by FEMA.
Previous Commission action/date: August 17, 2021 - Approved the 2021 Regional Hazard Mitigation Plan.
