Recommendation
Adopt Resolution #2026-060 which approves the Baldwin County Commission’s Required Activities to Affirmatively Further Fair Housing, and repeals Resolution #2014-035 adopted January 21, 2014.

BACKGROUND INFORMATION
Background: The Baldwin County Commission is required to complete four (4) Fair Housing activities as part of compliance with the Community Development Block Grant Disaster Recovery (CDBG-DR) Program administered by the Alabama Department of Economic and Community Affairs (ADECA). Completing these activities addresses federal and state fair housing requirements, including those under the Fair Housing Act, Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, and the obligations to affirmatively further fair housing established by the United States Department of Housing and Urban Development.
Said Activities include, but shall not be limited to:
1) Issuance of a “Fair Housing Month” proclamation for the month of April 2026; and
2) Publication and/or display of bilingual fair housing information for non-English speaking residents in the community; and
3) Enacting said local fair housing resolution; and
4) Establishing as policy, pre-bid meetings for construction activities using CDBG-funded projects informing attendees of the following:
a) the 24 CFR Part 570.507(c) and HUD Form 2516 requirements to engage minority-owned activities on the project; and
b) the HUD Section 3 requirements to help foster economic development, neighborhood economic improvement, and individual self-sufficiency by providing job training, employment and contracting opportunities for low-or very low-income residents in connection with projects and activities in their neighborhoods.
Previous Commission action/date: January 21, 2014 - BCC adopted Resolution #2014-035 approving the Fair Housing Policy for the Fiscal Year 2013 Community Development Block Grant.
