Discussion Item Only: Commissioners to discuss selecting one of the two project options listed below for the FY 2027 Alabama Transportation Rehabilitation and Improvement Program II (ATRIP-II) grant submission:
Option #1: Sponsor a project on behalf of Blakeley State Park for improvements to the park entrance and safety improvements to American Patriots Way (State Route 225) at the park entrance.
Option #2: Intersection improvements at State Route 181 and County Road 32 extending turn lanes on the north and east legs of the intersection and adding a left turn lane to west leg along County Road 32 to J. Larry Newton School.

BACKGROUND INFORMATION
Background: ATRIP-II is an annual statewide transportation grant program providing up to $2 million per project, with a strong emphasis on improving the function, safety, and traffic flow of ALDOT-maintained roadways. Counties may submit projects that include improvements to county-maintained infrastructure; however, each project must demonstrate a significant benefit to the state highway system in order to be considered competitive.
Option #1: Director Mike Bunn with Blakeley State Park has requested the Baldwin County Commission sponsor an ATRIP-II project on behalf of the park, as State parks are not eligible applicants. If the Commission selects this option, an agreement with Blakeley State Park will be required to define project responsibilities, including administration and clarification of financial obligations such as responsibility for any cost overruns.
Option #2: Intersection improvements at State Route 181 and County Road 32 to address significant school-related congestion associated with J. Larry Newton School. The project would extend existing turn lanes on the north and east legs of the intersection and add a dedicated northbound left-turn lane on the west leg to reduce queueing during peak school traffic and improve overall safety and operations on State Route 181.
The submittal deadline for FY 2027 is November 13, 2026.
