STAFF RECOMMENDATION
Recommendation
Approve and authorize the Chairman to execute the First Extension of the FY 2025 Alabama Coastal Area Management Program (ACAMP) Grant Agreement with the Alabama Department of Conservation and Natural Resources (ADCNR) for the Meadows Park Public Access Project, in the amount of $50,000.00 in federal grant funds, contingent upon receipt of Extension Agreement and approval by legal counsel.
The term of the Agreement will be extended for six (6) months at no additional cost, effective April 1, 2026.

BACKGROUND INFORMATION
Background: Extension Agreement forthcoming. The Alabama Department of Conservation and Natural Resources (ADCNR), State Lands Division, Coastal Section is accepting proposals for projects to be performed in the Alabama Coastal Area (defined as Mobile County and Baldwin County) for Fiscal Year 2025 (October 1, 2024 - September 30, 2025). This competitive funding opportunity is administered by State Land’s Alabama Coastal Area Management Program (ACAMP) utilizing federal funds provided by the National Oceanic and Atmospheric Administration (NOAA) pursuant to the Coastal Zone Management Act of 1972 (CZMA). ACAMP is accepting applications through this Request for Proposals for projects that protect, enhance, and improve the management of natural, cultural, and historical coastal resources and that increase the sustainability, resiliency, and preparedness of coastal communities.
Due to delays resulting from the federal government shutdown, ADCNR requests a six-month no-cost extension to the grant agreement.
Previous Commission action/date:
January 28, 2025 - BCC accepted and authorized the Chairman to execute the Alabama Coastal Area Management Program (ACAMP) Grant Agreement between the State of Alabama Department of Conservation and Natural Resources (ADCNR) in the amount of $50,000.00 in federal grant funds for the Meadows Park Public Access; and
authorized the Chairman to execute any other documents related to this grant award. The term of such contract is effective on the date of full execution and shall terminate on March 31, 2026.
April 16, 2024 - BCC approved the submittal of the Alabama Coastal Area Management Program grant application by the Highway Department on behalf of the Baldwin County Commission requesting $50,000.00 in grant funds for the Meadows Park Public Access and authorized the Chairman to sign any other documents related to this grant application.
