BACKGROUND INFORMATION

Background:  Through the County's approved Local Recovery Plan (LRP), the Alabama Department of Economic and Community Affairs (ADECA) allocated $19.1 million in CDBG-DR Homeownership Assistance Program funds to provide direct support to eligible residents and expand homeownership opportunities. HAP requires the execution of the HAP Promissory Note and the HAP Mortgage documents to secure and formalize assistance provided to program participants, so the County must designate an authorized representative to sign these instruments on behalf of the County to ensure timely delivery of assistance, compliance with State and Federal requirements, and accurate recordkeeping.
