Resolution #2024-156 - Establishment of the Baldwin County Commission Environmental Advisory Committee and Committee Member Appointment(s)

STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Adopt Resolution #2024-156 which establishes the Baldwin County Environmental Advisory Committee (EAC) and replaces the former Environmental Advisory Board (EAB) which ceased functioning in 2013 (Resolution #2024-156 repeals Resolution #2021-068, adopted by the Baldwin County Commission on May 4, 2021); and
2) Related to the Baldwin County Commission Environmental Advisory Committee (EAC), take the following actions:
a) Reappoint Mr. Steve Barnett as a regular member (Commission District 1 Designee), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
b) Reappoint Ms. Vaughn Millner as a regular member (Commission District 1 Designee), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
c) Accept the resignation of Ms. Kim Burmeister effective immediately and thank her for her prior civic service; and
d) Appoint Mr. Miles Cook as a regular member (Commission District 2 Designee), to fill the place seat formerly held by Ms. Kim Burmeister for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
e) Reappoint Mr. Dick Sute as a regular member (Commission District 2 Designee), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
f) Reappoint Ms. Jesi Ward as a regular member (Commission District 3 Designee), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
g) Reappoint Mr. Tim Mullek as a regular member (Commission District 3 Designee), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
h) Accept the resignation of Ms. Paige Felts effective immediately and thank her for her prior civic service; and
i) Appoint Ms. Leslie Gahagan as a regular member (Commission District 4 Designee) to fill the place seat formerly held by Ms. Paige Felts for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and)
j) Accept the resignation of Mr. Tommy Cleverdon effective immediately and thank him for his prior civic service; and
k) Appoint Mr. Brett Gaar as a regular member (Commission District 4 Designee), to fill the place seat formerly held by Mr. Tommy Cleverdon for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
l) Appoint Mr. Todd Frank as a regular member (At-large appointment), to fill the place seat formerly held by Mr. Brett Gaar for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
m) Reappoint Mr. Thomas Schmitz as a regular member (At-large appointment), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
n) Reappoint Mr. Thomas A. Rachel as a regular member (At-large appointment), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
o) Reappoint Mr. Phillip Hinesley as a regular member (At-large appointment), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
p) Reappoint Ms. Glenda L. Dean as a regular member (At-large appointment), for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
q) Appoint Mr. Donald Joffe as a regular member (At-large appointment), to fill the place seat formerly held by Ms. Leslie Gahagan for a three (3) year term, said term commencing September 3, 2024, and expiring on September 3, 2027; and
r) Recognize Ms. Casey Fulford and thank her family for her prior civic service.

BACKGROUND INFORMATION
Previous Commission action/date: 02/20/2024 - Last board appointments to EAC.
05/04/2021 - Baldwin County Environmental Advisory Committee (EAC) established and members appointed.
08/06/2013 - Last BCC date when Environmental Advisory Board (EAB) board was updated.
Background: The Baldwin County Environmental Advisory Board was created by the Baldwin County Commission during May 18, 1993, regular meeting, and operates under By-laws approved during January 6, 1998, regular meeting, as amended and approved during the February 15, 2005, regular meeting. The EAB was never dissolved, but it did cease functioning in 2013. The Baldwin County Commission requested the EAB be re-activated in the form of an advisory committee to provide advice on environmental matters.
The committee consists of no more than fifteen (15) members, of which two (2) members shall represent each of the four (4) Commission Districts, totaling eight (8) members representing Commission Districts. The remaining seven (7) members, if any, will serve as at-large appointments. Term of each member is three (3) years.
