STAFF RECOMMENDATION

Recommendation

Authorize the Chairman to execute a Letter of Recommendation to the Alabama Department of Transportation (ALDOT) in concurrence of awarding the contract for construction of the transit hub at the Loxley Municipal Park to Waverly Construction of Alabama, LLC.

BACKGROUND INFORMATION

 

Background:  The Eastern Shore Metropolitan Planning Organization (MPO) has allocated $1,278,490.00 in 5307 Urban Area Transit Funds to construct a public transit project at the Municipal Park in the City of Loxley. The Baldwin County Commission is the sub-recipient of the 5307 Funds and Baldwin Regional Area Transit System (BRATS) is the designated public transit provider for the MPO. The City of Loxley is managing the project in accordance with an Intergovernmental Service Agreement and advertised a bid for construction. Following the bid close, it was determined that three (3) responsible bids had been received, with the lowest responsible bidder being Waverly Construction of Alabama, LLC. The City of Loxley therefore desires to award the contract for construction of the project to Waverly Construction of Alabama, LLC.

 

Previous Commission action/date: 

June 1, 2021 - The Commission approved an Intergovernmental Service Agreement formalizing the arrangements with the City of Loxley to provide joint cooperation in the Town’s management of the Loxley Transit hub project.

 

April 5, 2022 - The Commission authorized the Chairman to execute a Letter of Recommendation to the Alabama Department of Transportation (ALDOT) in concurrence of awarding the contract for professional services for the design on the transit hub at the Loxley Municipal Park to WHLC Architecture.

 

FINANCIAL IMPACT

 

Total cost of recommendation:  Total Construction Bid: $1,800,080.00.

$1,278,490.00 will be funded by the FTA under the 5307 Urban Transportation Grant. The required 20% local match and overages totaling $521,590.00 will be provided by the City of Loxley.
