BACKGROUND INFORMATION
Background: Staff is submitting to the Commission for approval an Agreement for preconstruction services with Robins & Morton Group in the amount of $45,000.00 for the renovations of Bay Minette Courthouse project. The age and unforeseen conditions characteristic of the nearly 125-year-old courthouse, combined with the requirement to keep it operational during renovations adds a steep level of project complexity for the upcoming Bay Minette Courthouse Renovation. Also, the number of additions over the years have had an impact on the overall mechanical and electrical systems. Ensuring this renovation addresses existing problem areas while simultaneously not creating new issues is important.
Preconstruction services would add tangible value to the overall success of this project - a constructability review (focused on Mechanical/Electrical/Plumbing - MEP), a preliminary phasing plan (based on real-world construction and continued courthouse operations vs. the Architect’s version), and subcontractor outreach to support quality and competitive pricing.
Identifying issues early in the design and proposal stage would help set us up for a successful project. We will undoubtedly avoid potential areas for change orders, project delays, and disruptions to courthouse operations. Their review will be completed within 90 days and structured to be finished before the project goes to bid.
Previous Commission action/date:
05/21/2026 meeting: Authorized the Purchasing Director to advertise for the Pre-Qualification of Contractors for the renovations of the Baldwin County Courthouse located in Bay Minette, Alabama.
12/19/2023 meeting: Approved the design for the renovations to the Baldwin County Courthouse located in Bay Minette for the Circuit Court System in the estimated construction cost of $6,463,653.45 and authorized the Purchasing Director and Architect to bid the project.
09/05/2023 meeting: 1) Approved the Amendment to the AIA Agreement executed between Baldwin County Commission and PH&J Architects, Inc., originally approved during the July 5, 2023, meeting; (Item #CE1); which changes the previous project name from “Addition to the Baldwin County Courthouse” to the new project name “Renovations to the Baldwin County Courthouse” and changes to PH&J Architects project number to #2302GVB. The architectural fees will remain the same at 6.5% of the construction cost plus reimbursable expenses as stated in the original agreement, and 2) Authorize the Chairman to execute the Amendment.
07/05/2023 meeting: Approved the attached AIA Agreement for architectural services with PH&J Architects, Inc., for an Addition to the Baldwin County Courthouse located in Bay Minette in the amount of 6.5% of the construction cost plus reimbursable expenses.
09/20/2022 meeting: Adopted Resolution #2022-165 of the Baldwin County Commission which adopts the Baldwin County Fiscal Year 2022-2023 Budget and approved the attached Decision Item Lists for Fiscal Year 2023 that correlate with Resolution #2022-165 budgeting $1,000,000.00 for renovations to the Bay Minette Courthouse.
