STAFF RECOMMENDATION

Recommendation

Related to the Baldwin County Environmental Advisory Committee, take the following actions:

 

1) Accept the resignation of Mr. Chuck Harris as a regular member (District 2 Designee), dated August 27, 2025, and thank Mr. Harris for his prior civic service as a member of the Committee; and

 

2) Appoint Mr. Philip Jennings, as a regular member (District 2 Designee) for a pro-rata reduced three (3) year term, to fill the place seat formerly held by Mr. Chuck Harris, said term commencing October 21, 2025, and expiring September 3, 2027.

BACKGROUND INFORMATION

 

Previous Commission action/date:  04/15/2025 - Last BCC appointment to the Environmental Advisory Committee. 

 

Background:  The Baldwin County Environmental Advisory Board (EAC) was created by the Baldwin County Commission during its May 18, 1993, Regular Meeting, and operated under By-laws approved during its January 6, 1998, Regular Meeting, as amended and approved during the February 15, 2005, Regular Meeting. The EAC was never dissolved but it did cease functioning in 2013. The BCC requested the EAC to be re-activated in the form of an advisory committee to provide policy advice on environmental matters.

 

The Committee consists of no more than fifteen (15) members, of which two (2) members shall represent each of the four (4) Commission Districts, totaling eight (8) members representing Commission Districts. The remaining seven (7) members, if any, will serve as at-large appointments. The term of each member is three (3) years.

 

On October 7, 2025, the EAC approved the submission of the appointment recommendation to the County Commission for consideration. Planning and Zoning staff have verified the required qualifications to be appointed/re-appointed to the board have been met.
