STAFF RECOMMENDATION

Recommendation

As it relates to the Request for Qualifications (RFQ) for Engineering/Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond, take the following actions:

1) Reject all the proposals received; and

2) Approve the revised Request for Qualifications (RFQ) which includes project funding from RESTORE and authorize the Purchasing Director to advertise the RFQ.

BACKGROUND INFORMATION

 

Background:  The Highway Department is requesting that the Commission reject the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond from Commission meeting April 2, 2024. The Baldwin County Commission was recently awarded a RESTORE Grant that transferred $2,500,000.00 from a previously approved project to the Fish River Watershed Sediment and Stormwater Improvements Project, of that grant $150,000 is for the preliminary engineering as the first step. The Highway Department is requesting that the Commission approve the attached solicitation for professional services for the engineering / environmental services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond using these RESTORE funds. The Summerdale Stormwater Pond project’s principal purpose is to reduce sediment runoff and improve stormwater runoff in the Fish River Watershed. This location was identified in the Baldwin County Watershed Modeling Analysis by Hydro Engineering Solutions (site JN1) as part of the regional detention project by Baldwin County. Staff recommends the Commission approve the RFQ and authorize the Purchasing Director to advertise.

 

Previous Commission action/date: 

April 16, 2024 meeting: The Commission executed an agreement between the Baldwin County Commission and the Alabama Department of Conservation and Natural Resources (ADCNR) to provide preliminary engineering of the conversion of approximately 80 acres of farmland into a regional stormwater facility that will improve water quality within the Fish River Watershed.

 

April 2, 2024 meeting: Approved the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond and authorized the Purchasing Director to advertise the RFQ.
