Approve and authorize the Chairman to execute the Contract with Thompson Engineering, Inc., for Engineering / Environmental Services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express in the estimated amount of $332,200.00.

BACKGROUND INFORMATION
Background: The Baldwin County Commission, during their December 16, 2025, Regular meeting, authorized County staff to begin contract negotiations with Thompson Engineering, Inc., so that a final recommendation could be brought to the Commission for approval. Thompson Engineering, Inc., has submitted a Contract for Engineering / Environmental Services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express which includes seven (7) tasks in order to complete the contract scope. These tasks include the following:
Task 1: Topographic Surveys $67,800.00
Task 2: Geotechnical Engineering Services $17,200.00
Task 3: Environmental Services $32,500.00
Task 4: Hydraulic Analysis $15,600.00
Task 5: Roadway Plans $184,300.00
Task 6: ALDOT Permitting $10,000.00
Task 7: Bidding Assistance $4,800.00
The total estimated Contract cost is $332,200.00. This project will be funded by the Gulf of Mexico Security Act of 2006 (GOMESA).
Previous Commission action/date:
12/16/2025 meeting: Authorized staff to begin negotiations with Thompson Engineering, Inc., so that a final recommendation for award can be made to the BCC for the Engineering / Environmental Services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express.
10/07/2025 meeting: Approved the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Dirt Road Paving Project - Fairground Road from Adams Drive to Baldwin Beach Express and authorized the Purchasing Director to advertise the RFQ.
