STAFF RECOMMENDATION

Recommendation

Authorize staff to begin negotiations with 5020 Engineering Resource Group, Inc., so that a final recommendation for the award can be made to the Baldwin County Commission for the Dauphin Island Sea Lab / Mobile Bay National Estuary Program’s Baldwin County Monitoring Task - Low Impact Development Practices / Techniques Suspended Solids and Nutrient Load Reduction Excel Site Review Tool.

BACKGROUND INFORMATION

 

Background:  The Request for Qualifications (RFQ) for engineering / environmental services for the Dauphin Island Sea Lab / Mobile Bay National Estuary Program’s Baldwin County Monitoring Task - Low Impact Development (LID) Practices / Techniques Suspended Solids and Nutrient Load Reduction Excel Site Review Tool were received in the Purchasing Conference Room on October 2, 2025, at 2:00 P.M. One (1) firm submitted a packet. Only receiving one response is due to unique qualifications needed to provide the services outlined in the RFQ as explained in the attached letter from Ashley Campbell, Natural Resource Planner. The evaluation committee consisted of Wanda Gautney, Jeanette Brown, Ashley Campbell, Josh Newman and Tyler Austin. After reviewing the submittal, the evaluation committee agreed that 5020 Engineering Resource Group, Inc., meets the requirements for the project. Staff recommends the Commission approve the request to begin negotiations with 5020 Engineering Resource Group, Inc., so that a final recommendation for the award can be made.

 

Previous Commission action/date: 

08/19/2025 meeting: Approved the RFQ for Engineering / Environmental Services for the Dauphin Island Sea Lab / Mobile Bay National Estuary Program’s Baldwin County Monitoring Task - LID Practices / Techniques Suspended Solids and Nutrient Load Reduction Excel Site Review Tool and authorized the Purchasing Director to advertise the RFQ.

 

07/16/2025 meeting: Approved the Amended Subrecipient Agreement with the Dauphin Island Sea Lab and Mobile Bay National Estuary Program for Baldwin County Stream Gauge Monitoring.

 

05/20/2025 meeting: Approved the Subrecipient Agreement with the Dauphin Island Sea Lab and Mobile Bay National Estuary Program for Baldwin County Stream Gauge Monitoring.
