Recommendation
Approve and authorize the Chairman to execute the renewal of the Professional Services Agreement with OnCell Systems, Inc., for OnCell Yearly Subscription - Local & Specialty Plan, which authorizes continuation of services for the Baldwin County Historic Tours App through mutual written agreement, adjustment of service terms and pricing, and allows the use of the STQRY website service to create tours and apps at a cost of $1,188.00 annually.
The Agreement shall commence on February 18, 2026, and terminate upon the expiration of twelve (12) months, on February 18, 2027.

BACKGROUND INFORMATION
Background: On February 18, 2025, the Commission approved an updated OnCell Systems, Inc. (Oncell) contract that included a revised “Effective and Termination” date clause. Under this clause, the agreement may be renewed annually through mutual written agreement with any negotiated adjustments to service terms, pricing, or conditions. Staff requests authorization to execute the 2026 Renewal Agreement consistent with the terms of the current contract.
OnCell is the leading digital storytelling platform for cultural destinations and other visitor attractions. The Guide App delivers location-aware information in user-friendly format. OnCell has an App Builder Platform that offers a cost-effective product that allows clients to use a cell phone app for audio tours through an easy-to-use web interface. The App includes features like custom branding, stop images, audio, GPS or custom image maps, websites, video links, and more.
Previous Commission action/date: February 18, 2025 - Approved the Agreement for Professional Services between the Baldwin County Commission (Dept. of Archives and History) and OnCell Systems, Inc. for OnCell Yearly Subscription - Local & Specialty Plan, which allows the use of the STQRY website service to create tours and apps at a cost of $1,188.00 annually. The Agreement commenced on February 18, 2025, and terminates upon the expiration of twelve (12) months, on February 18, 2026.
