BACKGROUND INFORMATION

Background:  The CDBG-DR Procurement Policy identifies responsibilities specific to Baldwin County and Project Partners for types of procurement. As a subrecipient of CDBG-DR funding administered by the Alabama Department of Economic and Community Affairs (ADECA), Baldwin County Commission is subject to federal procurement standards. All projects receiving CDBG-DR funding must demonstrate compliance with these procurement policies and ensure promotion, to the maximum extent practical, of free and open competition in the solicitation and awarding of contracts that are funded in whole or in part with government grants. This manual also includes requirements and activities that must be completed by non-County entities, or Project Partners, leading projects receiving CDBG-DR funding in order to meet compliance with ADECA, state law, and federal regulations. This policy is the directive for all project activities that are funded in whole or in part with CDBG-DR funds, which includes the following programs:

• Local Government Recovery Infrastructure Program (LGRIP)

• County Priority Infrastructure Program (CPIP)

• Homeownership Assistance Program (HAP)
