BACKGROUND INFORMATION

Background:  The Baldwin County Commission (BCC) was awarded $1,000,000 in Community Development Block Grant - Disaster Recovery (CDBG-DR) Planning funding to conduct planning activities supporting the development of the Local Recovery Plan (LRP) for Hurricanes Sally and Zeta. These funds were strictly reimbursable and governed by HUD and Alabama Department of Economic and Community Affairs (ADECA) compliance requirements. Due to scope efficiencies and strategic cost management, $667,010.76 was expended, leaving a remaining balance of $332,989.24 unexpended.

On December 19, 2023, the BCC approved the Subrecipient Agreement No. DR-21-001, between BCC and ADECA, concerning Federal CDBG-DR funds in the amount of $1,000,000 for the development of the LRP for Hurricanes Sally and Zeta. The LRP provides an assessment of remaining recovery needs within the county and proposes programs that invest the CDBG-DR funds into the community to meet the assessed disaster recovery needs.
