Award Bid #WG26-45 for the Provision of Bituminous Materials for each category of headings to the lowest responsible bidder, Wiregrass Construction Company, Inc., per the Award Listings.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on October 1, 2026, at 1:30 P.M. Three (3) bids were received. The only bid for Cold Mix Asphalt was received from Seaboard Asphalt Products Company, which is an out of state vendor not registered with the Alabama Secretary of State to do business in Alabama, as required in Alabama Code Section 10A-1-7.01. Staff recommends the Commission award the bid to the lowest responsible bidder, Wiregrass Construction Company, Inc. Award recommendations are based on transportation cost and supply location for “picked up” materials and based on low bid for “delivered” materials. Bid Tabulations are attached.
Previous Commission action/date: 09/01/2026 meeting: 1) Approved the specifications for the Provision of Bituminous Materials and authorized the Purchasing Director to place a competitive bid; and 2) Further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid is advertised.
