STAFF RECOMMENDATION

Recommendation

Correct for the record, at the request of the City of Robertsdale, the project title listed throughout the Partner Contract for the Community Development Block Grant - Disaster Recovery (CDBG-DR) Local Government Recovery Infrastructure Program (LGRIP) with the City of Robertsdale, approved by the Commission on September 15, 2026, (Agenda Item CN14) by removing “and Drainage” from the project title.

BACKGROUND INFORMATION

 

Background:  This action corrects the project title provided in the Partner Contract with the City of Robertsdale, and in the Staff Recommendation and Background for Agenda Item CN14 from the BCC Regular Meeting on September 15, 2026. The original project title was the “Sanitary Sewer and Drainage Rehabilitation Project.” However, the project will only rehabilitate aging sanitary sewer mains. Therefore, the City of Robertsdale has requested to remove “and Drainage” from the project title since the project’s scope of work does not include rehabilitation to drainage. ADECA has been advised of the request and does not have any issues revising the project title due to the project’s scope of work remaining unchanged. The new project title would be the “Sanitary Sewer Rehabilitation Project”.

 

Previous Commission action/date: 

September 15, 2026 - Approved and authorized the Chairman to execute the Partner Contract for the CDBG-DR LGRIP with the City of Robertsdale for the Sanitary Sewer and Drainage Rehabilitation Project in the amount of $800,000.00.

 

June 16, 2026 - 1) Approved the following CDBG-DR LGRIP projects:

•                     City of Daphne - Randall Avenue Drainage Improvements - $1,581,883.00

•                     City of Robertsdale - Sanitary Sewer and Drainage Rehabilitation - $800,000.00

•                     City of Loxley - Sanitary Sewer Rehabilitation - $809,000.00

•                     East Central Baldwin Water Authority - Water Line Extension on Woerner Road - $1,235,000.00

•                     Town of Magnolia Springs - Drainage Improvements - $949,537.98

•                     City of Orange Beach - Jubilee Point Road Elevation - $950,000.00

•                     North Baldwin Utilities - Emergency Storage Pond Restoration - $1,000,000.00

•                     City of Fairhope - Fish River Water Expansion - $2,000,000.00

•                     Perdido Bay Water, Sewer and Fire Protection District - Operations and Maintenance Facility - $800,000.00

•                     City of Bay Minette - Drainage Rehabilitation for McMillan Avenue Area - $2,000,000.00

 

2) Authorized staff to submit the CDBG-DR LGRIP Activity Profile Forms and supporting documents to ADECA for Funding Consideration; and 3) Authorized the Chairman to execute any documents related to the LGRIP Activity Profile Form submittals.

 

January 20, 2026 - Approved the Non-Substantial Amendment No. 1 to the CDBG-DR LRP for submission to ADECA.

 

November 6, 2025 - Awarded the Contract to MB3 Inc. d/b/a Civix in the amount of $2,427,488.00 for the Implementation Phase of the General Grant and Management, Project Management, and Capacity Building for CDBG-DR Subaward and authorize the Chairman to execute the Contract contingent upon County Attorney approval. (The contract is effective on the date of full execution.)

 

July 1, 2025 - Approved Amendment No. 2 to Subrecipient Agreement Number DR-21-001 between the BCC and the State of Alabama, ADECA, addressing recovery from Hurricanes Sally and Zeta, including unmet housing, infrastructure, economic development, mitigation, and other eligible unmet needs, as described in the BCC’s approved LRP. Amendment No. 2 to Baldwin County’s CDBG-DR Subrecipient Agreement with ADECA establishes the implementation budget allocations of $100,000.00 for Administration, $19,169,010.00 for Housing Recovery Activities, and $24,092,676.00 for Non-Housing Recovery Activities. The amendment also extends the period of performance through October 31, 2028.

 

September 17, 2024 - Approved Amendment No. 1 to Subrecipient Agreement Number DR-21-001 between the Baldwin County Commission and ADECA addressing recovery from Hurricanes Sally and Zeta, including unmet housing, infrastructure, economic development, mitigation, and other eligible unmet needs, as described in the BCC’s approved LRP.

 

September 3, 2024 - Adopted Resolution #2024-155 of the Baldwin County Commission approving the CDBG-DR LRP for DR-4563 and DR-4573.

 

December 19, 2023 - Accepted the CDBG-DR sub-award from ADECA in the amount of $1,000,000 for the development of a LRP to identify local unmet needs resulting from Hurricanes Sally and Zeta in 2020 through outreach and coordination with impacted stakeholders; and approved the Subrecipient Agreement No. DR-21-001, with ADECA; and authorized the Chairman to execute the agreement and any related documents.
