Recommendation
Approve Change Order #1 in the amount of $18,367.42 with McElhenney Construction Co., LLC, for Project No. HW23087 - Improvements Main Street South of Forest Park Drive, Montrose District, and authorize the Chairman to execute the Change Order.

BACKGROUND INFORMATION
Background: The Highway Department is submitting for Commission approval Change Order #1 in the amount of $18,367.42 for Project No. HW23087 - Main Street (Scenic 98) Drainage Improvements. The project had a few overruns over planned quantities. 1) Additional Sidewalk had to be replaced due to cracking and noncompliance with ADA Standards. 2) Additional topsoil, solid sodding and riprap was needed to stabilize slopes due to unplanned utility relocations 3) Additional traffic control items were warranted over planned quantities to ensure adequate safety of traveling public. Funding will be from the American Rescue Plan Act (ARPA) funds.

06/04/2024 meeting: Awarded the bid for Project No. HW23087 - Drainage Improvements Main Street South of Forest Park Drive, Montrose District to the lowest bidder, McElhenney Construction Co., LLC, in the Bid Amount $185,588.02; Construction Time: 30 working days; and authorized the Chairman to execute the Contract.
02/20/2024 meeting: 1) Approved the allocation of “real” ARPA funds in the amount of $200,000.00 for the cost of the Drainage Improvements along Main Street Project, to include the improvements to the existing stormwater system to mitigate flooding impacts and improve safety; and 2) Adopted Resolution #2024-043 of the Baldwin County Commission allocating up to $200,000.00 of the ARPA funds for the Drainage Improvements along Main Street Project and; 3) Approved the Chairman to execute any project related documents.
2/06/2024 meeting: 1) Approved the Purchasing Director to place a competitive bid for the Main Street Drainage Improvement Project; and 2) Approved the Chairman to execute any project related documents.
