STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) RESCIND the action taken by the Baldwin County Commission during its May 7, 2024, Regular meeting (Agenda Item CE1), which awarded the bid to Ammons & Blackmon Construction, LLC, due to the identification of a mathematical error listed in the Baldwin County Resurfacing Projects 2024: Group #2/BCR-2024-2; and
2) AWARD the bid to the lowest bidder, John G. Walton Construction Co., Inc., Bid Amount $1,509,457.77 for Alternative 1 (labor and materials); Construction Time: 30 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Following the bid award for the Resurfacing Projects 2024: Group #2/BCR-2024-2, a mathematical error was discovered on the bid tabulation. The correction of said error results in John G. Walton Construction Co., Inc., being the lowest bidder in the amount of $1,509,457.77 for Alternative 1 which includes all labor and materials. Staff recommendation is to rescind the award to Ammons and Blackmon Construction, LLC, and award the bid to John G. Walton Construction Co, Inc., per the recommendation from the Assistant County Engineer, Mark Acreman, to award the bid to the lowest bidder, John G. Walton Construction Co., Inc. Previous Commission action/date:
05/07/2024 meeting: Awarded the bid for Baldwin County Resurfacing Projects 2024: Group #2/BCR-2024-2 to the lowest responsible bidder, Ammons & Blackmon Construction, LLC, Bid Amount $529,781.10 for Alternative 2 (labor only); Construction Time: 30 working days; and authorized the Chairman to execute the Contract.
03/19/2024 meeting: 1) Authorized the Purchasing Director to place a competitive bid for Fiscal Year 2024 Resurfacing Projects as the design plans and specifications are completed.
