Recommendation

Approve and authorize the Chairman to execute the Contract with Kimley-Horn and Associates, Inc., for Development of a Comprehensive Safety Action Plan for Eastern Shore Metropolitan Planning Organization and the Baldwin County Commission in the estimated amount of $400,000.00.

BACKGROUND INFORMATION

 

Background:  The Commission, during its January 6, 2026, Regular meeting, authorized County staff to begin contract negotiations with Kimley-Horn and Associates, Inc., so that a final recommendation could be brought to the Commission for approval.  Kimley-Horn and Associates, Inc., has submitted a Contract for Development of a Comprehensive Safety Action Plan for Eastern Shore MPO and the BCC in the amount of $400,000.00. Staff recommends the Commission approve and authorize the Chairman to execute the Contract.

 

This project is funded through a U.S. Department of Transportation Federal Highway Administration Safe Streets and Roads for All (SS4A) Grant and BCC funding.

 

Previous Commission action/date: 

01/06/2026 meetingAuthorized staff to begin negotiations with Kimley-Horn and Associates, Inc., so that a final recommendation for award can be made to the BCC for Professional Services for Development of a Comprehensive Safety Action Plan for Eastern Shore MPO and the BCC.

 

10/07/2025 meeting:  Approved the Request for Qualifications (RFQ) for Professional Services for Development of a Comprehensive Safety Action Plan for the Eastern Shore MPO and authorized the Purchasing Director to advertise the RFQ.

 

08/19/2025 meeting:  Authorized the Chairman to execute a grant agreement between the BCC and the Federal Highway Administration (FHWA) for the SS4A grant.

 

09/17/2024 meeting:  Adopted Resolution #2024-159 which adopted the Baldwin County FY 2024-2025 Budget and approved the Decision Item List that included the local match for the SS4A Grant - Safety Action Plan.
